basically, I don't think you're really in need of anything much rather than your android / laptop, a moderm for laptop user's and subscription for data.
Starting a blog won't cost you much or let me say it won't cost you anything. Let assume you're not a blogger! fine! Won't you own a phone? a laptop? a moderm? or won't you subscribe to browse social media? All these are not expenses to be counted on blogging.

WORDPRESS.COM
WordPress is divided in two, there's a free mode similar to blogger but it also has a paid version. there's a lot people on this platform and it has some professionalism in designing widgets and the entire blog.

when you've finally decided to start blogging, either to make money or because you derive pleasure in it. I'll advice you to go with BLOGGER.COM.
Why is because it is the most easy setup interface especially for new bloggers. You'll quickly find your way through and bring up something even without anybody putting you through.

.when starting a blog, the first thing you ought to have in mind is passion, I mean the passion to share what you've know to those who haven't. when writing content, try as much as possible to write up to standard post, I mean a well readable and quality post.
.do not copy and paste article from other website. this is because google has a bot that walk through all blog content, skimming their surface and then render them to search engines. google bot will automatically detect a copied content and render it as a scam.
.A time will come when the blogging journey will become hard and even harder, try as much as possible not to quit. remember that quitters never win.
